JOB RESPONSIBILITIES:
1.Project Planning:
Collaborate with stakeholders to define project objectives, scope, and technical requirements.
Conduct technical evaluations to assess project viability.
Develop project plans, schedules, and budgets for the technical aspects of the refinery.
2.Engineering Design and Specifications:
Oversee the engineering design process, including process flow diagrams, equipment selection, and layout design.
Review and approve engineering deliverables, ensuring compliance with project requirements, industry standards, and safety regulations.
Coordinate with engineering consultants, contractors, and vendors to address technical design issues.
3.Procurement and Contract Management:
Collaborate with procurement teams to define technical specifications for equipment, materials, and services.
Evaluate bids and proposals from vendors and contractors, ensuring technical compliance.
Manage contracts and vendor relationships, monitoring technical deliverables and quality assurance.
4.Construction and Installation:
Provide technical oversight during the construction phase, collaborating with contractors and construction teams.
Ensure compliance with engineering design, specifications, and safety standards.
Conduct regular site visits and inspections to monitor progress and address technical issues.
5.Commissioning and Start-up:
Collaborate with the experts to develop commissioning plans and procedures for the process units and systems within the refinery.
Coordinate commissioning activities, including equipment testing, system integration, and functional performance testing.
Oversee the start-up phase, ensuring a smooth transition from construction to full-scale operation.
6.Operational Readiness and Optimization:
Ensure the refinery is operationally ready by reviewing operational procedures, conducting equipment inspections, and coordinating training programs for operators and maintenance personnel.
Identify opportunities for process optimization, energy efficiency improvements, and cost reduction to enhance refinery performance and profitability.
Implement maintenance strategies, including preventive maintenance programs and reliability improvement initiatives.
7.Safety, Compliance, and Regulatory Affairs:
Establish and enforce safety protocols, environmental standards, and regulatory compliance requirements throughout the project.
Stay updated with relevant regulations, codes, and standards related to refinery operations and ensure adherence to them.
Collaborate with regulatory agencies to obtain necessary permits and certifications.
8.Project Documentation and Reporting:
Maintain accurate and up-to-date technical documentation, including engineering drawings, specifications, and operating manuals.
Prepare technical reports and progress updates for management and stakeholders.
Document lessons learned and best practices for future projects.
9.Team Leadership and Collaboration:
Provide leadership and guidance to the technical team, including engineers, technicians, and operators.
Foster a culture of collaboration, continuous improvement, and professional development.
Coordinate with cross-functional teams, including project managers, operators, maintenance personnel, and external stakeholders.
