About Global Biofuels Alliance (GBA)

Global Biofuels Alliance (GBA), an initiative by India as the G20 Chair, is a multi-stake holder alliance of Governments, International Organizations and Industries, to facilitate accelerated adoption of sustainable biofuels. Bringing together the biggest consumers and producers to drive development and deployment of biofuels. The initiative aims to position biofuels as a key to energy transition and contribute to jobs and economic growth.

The Alliance intends to expedite the global uptake of biofuels through facilitating capacity-building exercises across the value chain, technical support for national programs and promoting policy lessons-sharing. It will facilitate mobilizing a virtual marketplace to assist industries, countries, ecosystem players and key stakeholders in mapping demand and supply.

GBA will also facilitate development, adoption and implementation of internationally recognized standards, codes, sustainability principles and regulations to incentivize biofuels adoption and trade. The alliance will also act as a central repository of knowledge and an expert hub. GBA aims to serve as a catalytic platform, fostering global collaboration for the advancement and widespread adoption of biofuels.

Job Description: Technical Consultant, Global Biofuels Alliance (GBA)

Position Overview:

We are seeking a highly skilled individual to support objectives and activities of Global Biofuels Alliance. This Short-Term Consultant (STC) position with the World Bank energy team based in New Delhi, India, requires a strategic thinker with a strong background in the biofuels sector, exceptional managerial capabilities, and a demonstrated ability to coordinate communication and technical support among diverse stakeholders. The ideal candidate will play a pivotal role in supporting the secretariat's functioning, providing technical assistance, and contribute towards fostering collaboration among member countries of the alliance.

Key Responsibilities

  • Assistance Coordination:

  • technical expertise and support to the Global Biofuels Alliance in various areas, including identifying key barriers and challenges to sustainable biofuels adoption such as feedstock availability, facilitation of trade, and regulatory hurdles, and developing strategies to address them.

  • and customization of internationally recognized standards, policies, and codes to facilitate biofuels trade.
  • capacity-building workshops, training sessions, and knowledge-sharing initiatives to enhance skills and capabilities in member countries.
  • in the implementation of biofuels-related policies and initiatives, offering guidance and support to overcome technical challenges.
  • and maintain a knowledge platform and repositories for the exchange of best practices, technology use cases, and country-level development projects in the biofuels sector.
  • mobilizing a virtual marketplace to assist industries, countries, and key stakeholders in mapping demand and supply, as well as connecting technology providers to end users.

  • Development and Support:

  • awareness at all levels of the benefits of sustainable biofuels, through various forums.
  • closely with alliance members to identify opportunities for additional support in implementing national biofuels programs.
  • with financial institutions and countries offering green investments to develop financial products that de-risk early investments in nascent biofuels markets.
  • the exploration and implementation of innovative initiatives to promote the sustainable development of biofuels globally.

  • towards Secretariat Management:

  • the day-to-day operations of the Global Biofuels Alliance secretariat, ensuring efficient and effective functioning.
  • communication and collaboration among member countries, facilitating dialogue and decision-making processes.
  • administrative tasks, including budgeting, scheduling, and reporting, to support the alliance's objectives.
  • accuracy, confidentiality, and easy accessibility of information.

Qualifications:

  • candidate should have work experience of at least 10 years in the energy sector with focus on oil and gas / biofuels / biogas / bioenergy sector.
  • or master's degree in a relevant field such as biofuels, environmental science, process or chemical engineering, with an understanding of global / local biofuels policies and regulations.
  • experience in the biofuels sector, with a strong understanding of technical aspects specifications of biofuels, policy frameworks, and market dynamics.
  • in the carbon management space for biofuels (voluntary and compliance markets, understanding of the carbon credit assessment methodologies etc.)
  • track record in project management, including the coordination of multi-stakeholder initiatives and capacity-building programs.
  • communication, writing and interpersonal skills, with the ability to engage effectively with diverse stakeholders in multicultural settings.
  • thinking and problem-solving abilities, with a commitment to driving innovation and collaboration in the biofuels industry.

Additional Information:

This role presents a unique opportunity to make a meaningful impact on the global biofuels landscape by leading the secretariat's functioning and providing technical assistance to member countries of the alliance. Travel may be required occasionally to attend meetings, conferences, and events both domestically and internationally.
