Job Summary
This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA). The purpose of this position is to lead, direct, manage and to coordinate the work of one or more project teams, special projects or related matters involved in the construction and rehabilitation of bridges, streets, alleys, tunnels, and other transportation related projects in the District of Columbia.
The mission of the District of Columbia government's District Department of Transportation (DDOT) is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment. The purpose of this position is to serve as Program Manager for the Bridge Program for infrastructure capital complex multimillion-dollar projects and mega-projects. This position plans, designs, and carries out bridge projects, asset management for bridges, preventive maintenance, development projects, studies, and program operations.
Duties And Responsibilities
Plans, schedules, and coordinates work operations. Selects, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns, directs, and reviews the work of subordinate employees. Provides a full range of supervisory services for administrative and engineering staff. Plans, schedules, and coordinates work operations. Makes staff selections, recommends promotions, provides performance ratings and standards and necessary training, approves/disapproves leave, initiates necessary disciplinary action, and assigns, adjusts, directs, and reviews staff work, as of the changes in governing and related regulatory, legislative matters, or agency matters which impact the performance of duties. Explains and gains support of employees for management changes, policies, and goals.
Plans, directs, and coordinates a variety of program operations and activities related to division operations and the review of design plans, specifications, and cost estimates, etc. As a technical authority, works closely with the supervisor in managing the day-to-day aspects of multi-million-dollar construction projects. Manages the construction phases of numerous transportation projects in the District of Columbia. Assists with the delivery of the District of Columbia transportation infrastructure project management teams (i.e., on matters involving the design of highways, streets, bridges, tunnels, and other related transportation projects).
Works collaboratively with the Program Manager in identifying stakeholder concerns, community interests, public utility company concerns, and information received from non-traditional transportation agencies such as the Police and Fire departments, and the Department of Public Works. Prepares accurate work estimates and project scopes for assigning work, effectively quantifying. project risks an accurately assessing stakeholder interests. Presents findings to the Program Manager and other senior staff. Provides technical and administrative support and guidance to the dedicated project teams and support staff.
Qualifications And Education
Degree in Engineering from an accredited college or university accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum required.
Or
A combination of experience and education: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
And
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications
A Professional Engineer (PE) licensure is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia will be required to apply for a DC PE license within 90 days of hire and will have12 months to obtain a PD license within the District of Columbia or be terminated.
Must possess and maintain a valid driver's license.
Working Conditions/Environment
Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Suitability Security Sensitive.
This position is classified as an
essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergencies to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbents may be required to work weekends, evenings, and on-call situations.
This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing under DC Act 15-620.
