The Procurement Centre of Excellence (CoE) is an integral part of ACT's Global Procurement Back Office Team, and the Sr. Manager Global Procurement Support & Compliance will be a key player in this team to help grow Sourcing globally at ACT and turn Procurement Sourcing to Excellence.
Global Procurement Centre of Excellence, Support & Compliance department apply their functional knowledge of Global Sourcing executing on sourcing activities to comply and assist the needs of GNFR acquisitions for the business.
The hired candidate will partner with stakeholders on Global/Regional/National/Local scale within GNFR (Goods not for resale), including utmost Global/Regional/National Procurement and Finance.
About The Role
The incumbent will be responsible for delivering global sourcing support activities to meet business demands, forecasted goals and budget targets. This includes enablement of high PO usage and no PO/no Pay policy, buying channel strategy. As well as to implement and track advanced Category Management Compliance tools, procedures and processes to secure global compliance according to kpi's and policies. To monitor business by purchase order and contract spend loyalty will be day to day operation. Additionally, to be responsible for creating, maintaining, product/service supplier catalogues through selected business platform with interaction and training of internal users as well as external supplier partners. Owning, administrating and monitoring policy and procedures compliance by maintaining global Contract Lifecyle Management (CLM) tool. Cooperation with CoE management team strengthens the goal to comply with company strategies, procurement policies, work procedures, handbooks, code of conduct and securing company managed spend.

Operational Excellence
- Lead and own all aspects of strategic sourcing and category management, including stakeholder management, sourcing, contract negotiations, category strategy, spend analysis/market intelligence, and supplier management across assigned GNFR indirect spend categories.
- Develop and manage stakeholder relationships and influence stakeholders to align with industry best practices in support of applicable Company strategies.
- Build a strong understanding of strategic business direction, requirements, and priorities across suppliers and spend categories. Earn trust as a business advisor.
- Develop, document, and execute global category strategies in collaboration with Global Procurement stakeholders to achieve functional and organizational objectives.
- Conduct deep dive analysis of spend and market data, and conduct benchmarking to understand key drivers, identify top opportunities, and formulate strategies and negotiation plans that deliver value.
- Support complex sourcing events from start to finish, driving alignment across large cross-functional selection teams. Formulate and recommend sourcing decisions to executive leadership.
- Lead simple sourcing events as e-auctions/spot buying, from start to finish, according to recommended/approved sourcing strategy.
- Craft negotiation strategies and lead the negotiation of complex global enterprise agreements in collaboration with Global Procurement, Business stakeholders, Legal, Risk Management, Data Privacy, Information Security, and external suppliers/partners.
- Deliver sustainable and significant year over year cost savings.
- Partner with the CoE management team to cluster with Global procurement strategies entering procurement excellence and driving continuous improvement
- Technical e-Auction execution: oversee design of technical support program for suppliers and internal teams to prepare for e-Auction go-live days, training of suppliers on e-Auctions and e-Auction parameters setup within e-sourcing tool (e.g., Ariba). Oversee, as governance lead, on any issues relating to technical readiness for e-Auctions, including oversight of third-party support providers. Provide oversight to e-Auction technology provider on SLAs and support provided to stakeholders (e.g., buyers and suppliers).
- Provide oversight and lead execution of tail spend or spot buying solutions, including data analysis for tail spend negotiation opportunity identification, oversight of data pulls for tail spend solutions and providing improvement opportunities to category teams to reduce tail spend (e.g., by identifying new catalog opportunities).

- Working collaboratively across multiple sets of stakeholders Global and Regional Procurement, Finance and Business functions, Data Engineers, Data Visualization experts to deliver on overall analytics platform(s)

Education
- Bachelor's degree required, Certificate level Procurement Category Management/Supply chain
- Master's degree preferred (Procurement and Supply Diploma level, etc.)
- Certification in procurement or supply chain management (e.g., CSCP, CPIM, CPSM)
Relevant Experience
- Total Experience: 10-12 years
- 4 6 years within Procurement Category Management and Operational Procurement as support function
- 5 7 years as Sr. Procurement Manager as team lead within complex Procurement Operations, purchasing and compliance issues. Managing and maintaining operational purchasing processes and strategies on Global/Continental scale
- Relevant working experience on supporting sourcing and procurement tendering teams in contact global suppliers
- Experience with logistics and supply set-up on global scale
- Strong leadership skills with proven track record in leading global cross-functional teams
