Responsibilities & Qualifications
BOEM and BSEE are responsible for managing the nation's offshore energy, minerals, and natural resources on the Federal Outer Continental Shelf (OCS). BSEE promotes safety, protects the environment, and conserves resources offshore through vigorous regulatory oversight and enforcement. BOEM manages the responsible exploration and development of offshore energy and marine mineral resources on the OCS. OCS production accounts for about 18 percent of domestic crude oil and four percent of domestic natural gas supply.
Responsibilities
- Proficiently engage in various phases of application system analysis and programming tasks.
- Apply a structured approach to software development in line with the Standard Development Lifecycle.
- Utilize or demonstrate familiarity with Agile methodologies.
- Command over diverse software languages such as APEX, HTML, Java, JavaScript, Python, CSS, SQL, NoSQL, C#, Perl, and others.
- Competently contribute to both database and application development phases.
- Assist in the creation, design, documentation, and implementation of logical and physical database changes.
- Contribute to the design and implementation of industry best practice-based solutions.
- Aid in the modification or creation of online programs, unit test cases, batch programs, interfaces, configuration changes, and reports.
- Ensure robust exception handling and proper logging mechanisms.
- Identify and resolve vulnerabilities in information assurance.
- Participate in peer code reviews and resolve automation build failures resulting from code issues.
- Work effectively under general guidance.
- Define system scope and objectives while devising procedures to solve moderately complex problems, considering system limitations and capacities .
- Code, test, debug, and document computer programs.
- Engage in related areas such as database or application design, implementation, integration, management, maintenance, and assessment of commercial off-the-shelf (COTS) products.
Required Qualifications
- Two years of hands-on experience in applications software development, including at least one year in systems analysis.
- Bachelor's degree in Engineering/Computer Science or a relevant field aligned with project requirements.
Successful completion of DOI Background Investigation, Entry on Duty.
Desired Qualifications
- Understanding of database architecture.
- Proficiency in SQL, PL/SQL, and database design principles.
- Competence in APEX or Java.
- Proficiency in Git for efficient version control and collaboration on application code.
- Familiarity with REST and Web API services for integration, improving application connectivity, and functionality.
- Strong grasp of database architecture, SQL, PL/SQL, and database design principles, complemented by adept SQL skills for effective data management across spatial and non-spatial databases.
