The Project Manager II, GMS, is a project management position focusing on the successful delivery of the moderate to high risk cross-organizational ETS projects. Works autonomously while partnering with Project Sponsors and Owners on the planning and execution of projects and/or a subset of related projects. The Project Manager II (PM II) is expected to manage multiple projects ranging from a single major high-risk project to a series of interrelated projects (3-5 depending on the scope and risk of the efforts) by leveraging GMS project management best practices, through leadership of their Project Teams and by managing direct and indirect project stakeholders. The PM II has demonstrated mastery over the best practices (science of project management) and in relationship building (art of project management) in support of effective delivery of their project assignments. The PM II may be accountable for managing business relationships and may indirectly manage other project management staff. A PM II is fully deployable as an end-to-end project manager on moderate to high risk/profile ETS project.
Responsibilities
- Develop and manage the end-to-end planning and execution of project plans in a manner consistent with the GMS project management best practices, and the use of project management supporting tools.
- Effectively maintain, track and measure key project management success metrics related to scope, resources, schedule, budget, issues, risks, change control, and business outcomes. Act as the Point-of-Contact (POC) for the project performance, providing updates and escalations to the Sponsor, Project Owner, Project Team and Stakeholders, Portfolio Managers, and members of ETS Leadership.
- Demonstrate expertise in building and managing complex project schedules, that may include significant system to system or platform to platform dependencies and potentially the need to serialize interdependencies with other projects, understanding constraints and roadblocks/barriers, identifying potential risks and mitigation plans.
- Maintains superior understanding of best practices and mastery over the art of right sizing best practices to drive productivity and efficiencies.
- Understand the project financial reporting, explain variances, and propose recommendations for improvement.
- Preparation and participation in partnership with the Project Owner for project performance reviews including, updating project-related information, development of executive readout materials and responsibility for communicating project status.
- Manage comprehensive written and verbal portfolio communications including the creation and dissemination of status reports and ad hoc communications as defined by GMS and the communications plan agreed upon with the Project Sponsor and Owner.
- Fully deployable as an end-to-end project on any high-risk, high-profile cross-organizational projects and/or projects spanning a variety of ETS disciplines.
- Direct supervision of Project Analyst or Project Managers under the ETS portfolio of investments, including general administrative duties associated with the management of direct staff including annual performance reviews and development plans.
- Provide coaching and mentoring to peers and colleagues in the GMS.
- Serves as an ambassador of the GMS with Project Sponsors, Project Owners, Project Teams and other Stakeholders throughout ETS.
- Identify opportunities and implement tactics to drive efficiencies and increase productivity across portfolio of investments.

Required Experience:
Education and Experience
- Bachelor's Degree or equivalent work experience.
- PMP Certification preferred.
- 5+ years of experience directly managing moderate to highly complex projects and evaluating project performance data.
- 3+ years of experience managing project management staff - preferred.
