1. Goal/Target: Zero lost time reportable accident and dangerous occurrences at site/ region
2. Reporting Structure: Functional reporting Region Safety In-charge and dotted line reporting to respective Project Manager.
3. Authority: To safety inspect/ audit project and interrelated activities, supervise & instruct PMC safety officer and Contractors safety resources for routine function and if required stop unsafe work/ practices immediately to prevent incident and advise the project manager to take disciplinary/ penalizing action against safety breach. Role & Responsibility:
4. Implement company policies, objectives, programs & procedures and assess its effectiveness periodically.
5. Assist project manager and region safety incharge to implement preventive safety management and monitoring system to prevent incidents, occupational diseases and ensure safe work environment.
6. Audit/ review implementation of site safety plan, site logistics plan and contractual requirements.
7. Ensure adequate safety infrastructure are established and maintain in best and ready to use condition such as first aid, safety induction & training, emergency medical assistance, sanitation, labour camp, crèche, access controls etc.
8. Ensure contractors and PMC safety resources are used effectively and to the optimum extend.
9. Ensure & audit legal compliance such as BOCW Act, Labour laws & environmental and other relevant statutory regulations and quarterly review of Legal Register.
10. Ensure & periodically review implementation of contractual conditions and company safety guidelines and advice project managers for improvements.
11. Prepare & implement monthly activity schedule for inspection, audit, training, and campaign in tandem with contractors safety plan & implement and assess periodically & improve.
12. Assist project managers to set-up project safety committee, participate and advice on timely compliances.
13. Plant & machines- Periodic inventory review, inspection & preventive maintenance schedule of earth moving vehicles, electrical tools & installations and testing of lifting tools & tackles and related statutory compliances.
14. Assess & communicate to contractors on availability of standard quality of PPE, adequacy quantity, buffer stock and its effective usage at site.
15. Plan and conduct monthly safety audits of sites as directed by region safety incharge and project managers and submit feedback with improvement plan.
16. Prepare/ review risk assessments and method statements of routine and non-routine construction activities & equipments conducted by contractors/ PMC. As required conduct HIRA of high risk activities and advice proactive mitigation plan.
Qualification & Experience of Health & Env:
A person shall not be eligible for appointment as a Safety Officer unless he fulfill following criteria. 1. Basic qualification: Degree or diploma in engineering preferably civil, mechanical or Science Graduate
2. Professional qualifications : ADIS - Advanced Diploma in Industrial Safety; or PDIS - Post Diploma in Industrial Safety min one year duration from State Board of Technical Exam, recognized under State Factories Rules / BOCW Central Rules or Diploma in Construction Safety Management from NICMAR.
3. Experience: Minimum 7-8 years experience as safety officer in construction sector/ EPC.
4. Has adequate knowledge of the language spoken by majority of the workers in the region in which the construction project is located.
