Position Overview: We are seeking an experienced RFP Manager with over 10 years of hands-on experience in writing, reviewing, and managing federal RFPs specifically for IT consulting services and staffing. The ideal candidate will have an in-depth understanding of federal procurement processes, thorough experience with compliance matrices, and expertise in driving the end-to-end proposal development process, including color code reviews.
Key Responsibilities:
- Lead the development, writing, and submission of RFP responses for IT consulting services and federal staffing opportunities.
- Review RFPs to identify and outline the requirements and develop the compliance matrix.
- Manage the proposal process to ensure deadlines are met, including coordinating inputs from subject matter experts.
- Drive and manage the color code reviews (Pink, Red, Gold) to ensure the proposal meets all requirements.
- Ensure all RFP responses are compliant, accurate, and professionally written.
- Work closely with the business development team to refine strategies and responses tailored to specific federal agency needs.
- Coordinate the development of supporting documents such as past performance, staffing plans, technical proposals, and pricing strategies.
- Review and edit proposals for compliance, clarity, and content quality.
- Submit final proposals to federal agencies and ensure compliance with submission deadlines and requirements.
Required Qualifications:
- Minimum 10 years of experience in writing and managing federal IT consulting and staffing RFPs.
- Proven experience in developing compliance matrices, coordinating inputs, and managing RFP timelines.
- Expertise in driving color code reviews (Pink, Red, Gold) and proposal quality assessments.
- Strong knowledge of FAR (Federal Acquisition Regulation) and experience working on federal contracts.
- Exceptional writing, editing, and communication skills.
- Strong project management skills with the ability to handle multiple RFPs simultaneously.
- Proven track record of successful RFP submissions and awards in the federal space.
- Bachelors degree in Business, Communications, IT, or a related field (preferred).
Preferred Qualifications:
- Experience with proposal management software/tools.
- Familiarity with federal contracting portals (SAM.gov, FPDS, etc.).
- Certified in proposal management (e.g., APMP).
