Public Market & Government Business Lead

POSITION PURPOSE:

Leadership position responsible for the development and implementation of Public Market business plan focused on government tenders and State / Central projects based on Pharma India strategic priorities. This is a key role to help shape and drive the overall Public Market Strategy for India business while leading a team of high-performing 30-40 members and delivering high growth opportunities across innovative asset portfolio. The incumbent reports directly to the Country Division Head, SA Pharmaceuticals and sits on the Leadership team.

YOUR TASKS AND RESPONSIBILITIES:

  • Manage the end-to-end Public Market sales with Recommendation, Inclusion, Tender process, documentation, negotiation, including liquidation across Key Reimbursed accounts and State Tenders.
  • Monitor tender opportunities from platforms like GeM, state e-procurement portals, and direct government notifications. Ensure compliance with government procurement policies and regulatory requirements.
  • Analyze market trends and activities to stay ahead in securing future tenders, drive revenue growth and profitability while managing cost structures.
  • Identify and build engagement and relationships, with key stakeholders in all relevant Departments and Ministries, including DoP, MoH, Commerce, Finance, Niti Aayog, DPIIT and public institutions.
  • Gain good understanding of new policies and initiatives of the Government that may be of relevance to the organization and build multi-level and multi-stakeholder approaches to advocate on policies.
  • Periodic review / deep dive with Commercial leaders to assess the opportunities and integrate in the Government Business strategy

Internal:

Marketing and Commercial Operations, Head of Sales, Head of Portfolio/s, Market Access, Medical Affairs, Finance, Regulatory, Supply Chain.

External

Government Procurement bodies, Government officials, Ministers and Ministers of State, Members of legislative bodies and Chairpersons of relevant task forces and working groups

WHO YOU ARE:

  • Bachelor's or Master's degree in business, Healthcare Management, Pharmaceuticals, or related fields.
  • Minimum 12-15 years in government sales, tender management, and business development in India.
  • Proven track record in securing government tenders and building strategic partnerships.
  • Expertise in Indian government procurement policies, tender procedures, and healthcare regulations.
  • Proficiency in managing GeM and other e-procurement platforms, with strong negotiation and presentation abilities. Navigating healthcare-related government policies and Public-Private Partnerships (PPPs).
  • Familiarity with state-specific procurement procedures and healthcare initiatives.
  • Proven experience in leading high performing teams focussed on revenue maximisation for key brands
