Program Officer- Human Resource

Key Responsibilities:

1. HR Procurement Management:

• Ensure all HR procurement activities comply with the HR Policy of TN Rights, State Government, and World Bank standards.

1. Documentation Preparation:

• Assist in the preparation of Expressions of Interest (EoIs), Terms of Reference (ToRs), Requests for Proposals (RFPs), and other bid/tender documents.

1. HR Management Plans:

• Prepare periodic human resource management plans and oversee procurement and contract management for HR services.

1. HR Manual Development:

• Support the development of a human resource management manual and standard formats for the project.

1. Recruitment and Selection:

• Ensure timely and effective recruitment and selection for new and vacant positions.

1. Grievance Reporting:

• Assist in preparing half-yearly reports on complaints/grievances received and document actions taken.

1. Additional Tasks:

• Perform any other relevant tasks as delegated by the Project Director or senior officials.

Qualifications:

• Proven experience in human resource management.
• Strong understanding of HR policies and procurement processes.
• Excellent organizational and communication skills.
• Ability to work collaboratively with diverse teams.
