Job Description

Under the supervision of the Project Director, the Monitoring and Evaluation (M&E) Specialist will play a critical role in monitoring and evaluating the RIGHTS project to ensure the achievement of its development objectives. The incumbent will be responsible for developing, implementing, and refining the M&E components of the project, with a focus on creating adaptive strategies that support the project's aims of improving the lives of persons with disabilities and their families.

Key Responsibilities:

  1. M&E Plan Development:
  • Develop and implement a detailed Monitoring and Evaluation plan (M&E) tailored to project activities.
  • Design appropriate M&E tools and support the DWDA in launching these as part of project implementation.
  1. Adaptive Learning:
  • Create an innovative and adaptive M&E framework that enables DWDA to learn from pilot experiences and prepare for state-wide implementation.
  1. Tool Creation:
  • Develop new tools and frameworks suitable for state-level project execution.
  1. Strategic Monitoring:
  • Formulate a strategic monitoring plan that includes creative citizen engagement strategies, involving Community-Based Organizations (CBOs) for community-based monitoring.
  1. Experience in Large-Scale Projects:
  • Bring prior experience in large-scale World Bank projects, focusing on creating and initiating M&E plans, with an understanding of challenges in establishing new M&E structures.
  1. Planning and Review Indicators:
  • Develop both strategic long-term and short-term plans with review and outcome indicators.
  1. Tool Development and Dissemination:
  • Lead the development and dissemination of new methodologies and tools for the project staff and Directorate team.
  1. Work-Plan and Log Frame:
  • Create a comprehensive work-plan/log frame to guide implementation, establishing effective monitoring systems to track progress.
  1. Participatory M&E System:
  • Assist in developing a participatory M&E system for the project, including IT tools for data collection and analysis.

Qualifications:

  • Proven experience in Monitoring and Evaluation, particularly in large-scale projects.
  • Strong understanding of the challenges of implementing M&E frameworks.
  • Excellent analytical, organizational, and communication skills.
  • Experience with community engagement and participatory methods is a plus.
