Job Purpose
RFs Early Childhood Care and Education (ECCE) programme aims to improve quality of ECCE for 3-6 year old children, especially in Anganwadi centres. ECCE is one of the newest strategic initiatives of the Foundation, and as part of the newly established ECCE team, all team members will play a key role in establishing, strengthening and expanding the programme across multiple states.
The Programme Manager - Learning Labs will be responsible for project management of all activities related to model Anganwadi centres developed by RF.

Indicative; to be finalized with team member as per annual operational plan
- Implementation: Resolve operational issues and ensure timely completion of deliverables
- Quality assurance: Ensure quality of implementation as per agreed norms
- Innovation: Number of innovations developed
Infrastructure development (25%)
- Develop and maintain project management tracker for infrastructure development, identify gaps in delivery and highlight to Lead and State Programme Manager.
- Visit field regularly for quality assurance
- Work with partners and other team members to develop and implement maintenance plan.
Capacity building and other activities (40%)
- Manage operations for all activities at Learning Labs, and coordinate with State teams and partners
- Support partners to plan training and community engagement activities - develop calendar and track
- Review the programme periodically, including visiting the field regularly, to understand implementation gaps and work with partners, state teams and other Leads to find solutions.
Innovations (15%)
- Lead the process of designing, testing and iterating innovations, working closely with partners
- Communicate user needs to technical partners
Documentation (10%)
- Prepare design documents, technical notes, presentations, RFPs etc.
- Document learnings from implementation, processes, iterations
Other activities (10%)
- Work with M&E, Communications and Research teams to highlight innovations from Learning Labs.
- Any other responsibilities, as per programme and organizational requirements, as assigned by line manager

Educational Qualifications
Experience & Educational Requirements
Necessary
- Post Graduate in Social Sciences/ Social Work/ Education or any related field
- Minimum 7 years of relevant work experience
- Experience of managing large programmes in education and/or ECCE
- Experience of implementing projects related to infrastructure improvement and/or technology deployment in Anganwadis and/or Government schools and/or other Government spaces.
- Proficiency in English; working knowledge of Hindi will be an advantage
- Excellent project management and coordination skills. Ability to manage processes and activities in a result-oriented manner and work effectively to tight deadlines
- Excellent communication, analysis and presentation skills. Proficiency in MS Word, Excel and PowerPoint is essential.
- Excellent interpersonal and team skills
- Demonstrates high levels of empathy, understanding challenges of stakeholders, listening actively and working in a participatory manner.
- Demonstrates creativity in her/his work, responding flexibly to a changing field situation and devising innovative ways of solving challenges.
Desirable
- Graduate in Civil Engineering
- Experience of working with Women and Child Development (WCD) and/or Education departments
- Understanding of Human Centred Design
