Job Description

Job Summary

This position is located in the Office of the Inspector General (OIG), Quality Management Division (QM). The OIG is an organization responsible for promoting economy, efficiency, and effectiveness, in government programs and operations through the elimination of fraud, waste, abuse, and mismanagement. The OIG's QM is responsible for ensuring all OIG work products comply with OIG policies and professional standards as well as implementing the Internal Controls Assessment Program (ICAP).

The position functions as a Program Analyst responsible for facilitating ICAP for the OIG, including but not limited to internal controls awareness training, internal control assessments, and supporting District agency management to ensure internal controls are in place and operating effectively in accordance with the Green Book and Committee of Sponsoring Organizations of the Treadway Commission (COSO) Integrated Framework.

Duties And Responsibilities

Designs and implements the OIG's ICAP program to minimize risk, ensure accuracy of records, promote operational efficiency, and encourage adherence to policies, rules, regulations, and laws.

Performs the liaison function for ICAP with other District agencies to ensure that information requests meet prescribed specifications within established timeframes.

Reviews and evaluates documents for validity, adequate supporting documentation, and compliance with applicable regulatory requirements.

Conducts reviews and examinations for a variety of District programs and activities and presents findings and recommendations for strengthening internal controls.

Drafts written reports and recommendations for improvements and presents them to team lead, management, and peers for review. Works to obtain buy-in of changes to strengthen controls and improve processes.

Develops training materials and conducts training on ICAP for District agencies.

Provides leadership in key ICAP areas, such as risk assessment, internal controls, and other regulatory, operational, and compliance initiatives that support a strong internal control environment.

Monitors changing environment for items that may impact the District's internal control environment.

Leads discussions with control owners and business leads to identify risks and provides guidance on process or policy improvements, works collaboratively with control owners to ensure internal controls are adequately designed and implemented, and leads effective testing and reviews all control deficiency action plans and monitor for complete remediation.

Determines the adequacy of controls, overall operating effectiveness, and control maturity level for each ICAP project.

Prepares reports on the internal control environment, including control deficiencies, for OIG and District agency leadership teams.

Develops presentations tailored to audiences at various organizational levels and business functions to communicate internal control findings.

Assists with developing policies, procedures, and/or systems.

Supports OIG and District management personnel to understand the root cause of control deficiencies or errors identified and help develop remediation plans.

Performs other related duties as assigned.

Work Environment

The work is performed in an office environment. The work area is adequately lighted, heated, and ventilated.

Pay Plan, Series, and Grade: CS-343-13

This position is not represented by a collective bargaining unit.

The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of the D.C. Personnel Regulations Suitability. This position has been designated as a Security Sensitive position.
