As the Monitoring & Evaluation Officer, you will:
Report to the Programme Implementation Manager, India, and be part of the Programmes team. Support the global MEL team, update, maintain and manage the implementation of the organization's global Farm Programme guidelines and reporting. Work closely with Implementing Partners and Third-Party Verifiers and supported by the local data you will own the Farm Programme annual reporting process. Working together with the Reporting team ou implement annual learning for Farm Programmes continuous improvement cycle.
Farm Programme Management and Project Coordination
- Fully understands the projects you are monitoring and supports India Farm Programme team, in implementation, monitoring, and evaluation.
- Identifies areas for improvement and specific capacity needs of projects participating in the Farm Programme.
- Conducts regular needs assessments and gap analysis of projects to ensure they get the support needed for continuous improvement including but not limited to capacity building for field staff.
- Carries out monitoring visits to project locations together with Third Party Verifiers (TPV) field staff to monitor TPV validation, data collection and GMO sampling.
- Ensures good communication with the Programme Manager about at-risk deliverables and monitors budgets and associated timelines regularly.
- Works closely with the Programme Implementation Manager to flag non-performance and initiate improvement plans for all third party and implementation partners.
- Works closely with Programme Implementation Manager to implement continuous improvements across programme elements in collaboration with all internal and external stakeholders.
- Works with the Farm Programme team to put in place efficient and effective systems and processes to meet strategic and operational goals.
- Works together with the Programmes team in rolling out RFPs for every season, recruitment and signing of TPV contracts.
- Coordinates annual TPV alignment meetings, project review meetings in India including but not limited to in-person events, webinars etc.
Stakeholder Management
- Develops and maintains excellent relationships with Third Party Verifiers, OCAs third-party agencies and relevant organisations to meet Programme deliverables.
- Be the first point of contact and decision maker for third-party verifiers for each project.
- Understands, improves, and communicates relevant guidelines and SOPs and serve as a response problem-solver for TPVs.
- Manages the deliverables and relationships with third-party agencies as per the MEL frameworks developed at Global level. Works closely with GMO testing labs in India to conduct GMO sample testing.
- Impact validation and verification guidelines
- Supports MEL team in revising and producing MEL-related templates, guidelines, and manuals.
- Supports MEL team in improving the internal assessment of verified data, maintaining, and formulating up to date indicators, designing databases.
- Works with MEL team to optimize and implement data collection and management tools and systems.
- Data management and impact reporting
- Documents and develops clear, detailed, and timely reports with third-party verifiers, including identification of non-conformities and supporting evidence.
- Ensures timely flow of data from participating projects and ensure that the data received is quality checked and verified with support from the organisation's Data Analyst.
- Supports the analysis of agronomic and economic data, to ensure accurate referencing to regional contexts.
- Shares the results of data impact report with project partners to facilitate learning and encourage the continuous improvement of partners involved.
- Co responsible for maintaining good and accurate data in internal project dashboards for India projects.
- Works closely with the data analyst to provide system input, know-how and maintain a consistent and uniform global data set.
- Works with the global MEL team to develop timely and relevant reports and progress updates.
