Develop and implement regulatory compliance program to ensure adherence to ICAO, IATA, and DGCA & MoCA requirements in cargo terminal operations.
Monitor and interpret changes in relevant regulations and update internal policies and procedures accordingly.
Serve as the primary liaison with regulatory bodies, including DGCA, to facilitate compliance and address any regulatory issues.
Ensure cargo operations comply with global and Indian regulations, focusing on safe transportation of all goods including special commodities
Obtain and maintain Goods Distribution Practice (GDP), Regulated Agents from Third Countries (RA3), Transport Security Administration (TSA), Authorized Economic Operator (AEO) and Centre of Excellence for Independent Validators (CEIV) certifications for cargo terminal.
Oversee cargo handling, storage, and transportation of cargo including special commodities e.g. dangerous goods ensuring compliance with the IATA, ICAO, RA3 & CEIV standards.
Manage the documentation control process for cargo operations, ensuring accurate and up-to-date records for dangerous goods operations and training.
Develop and maintain comprehensive dangerous goods training programs as per the CBTA guidelines and DGCA requirements as per the job functions involved in dangerous goods transportation.
Manage effective quality control programs in cargo operations.
Develop dangerous goods regime and manage regulatory audits conducted by DGCA and customer airlines, ensuring all documentation and implementation procedures are in compliance.
Identify hazards and conduct risk assessments.
Conduct regular audits and inspections to verify adherence to the DG, CEIV & RA3 standard procedures and regulatory requirements.
Address and resolve any findings or non-compliance issues identified during external audits.
Implement corrective actions and continuous improvement initiatives to enhance regulatory compliance and operational safety.
Develop and control procedures manuals for cargo security, dangerous goods, pharma & general cargo operations in line with the RA3, DGCA, CEIV regulations and customer airlines requirements.
Ensure that operations, documentation, and training records are maintained for all cargo operations, with a focus on safety, quality and security aspects.
Ensure that cargo SOP, Manuals are easily accessible, properly stored, and compliant with regulatory requirements.
Develop and implement documentation control policies and procedures to streamline processes and improve efficiency.
Design, develop and deliver comprehensive training programs for staff on
Dangerous goods as per CBTA guidelines and DGCA regulations.
Pharma and Perishables as per CEIV guidelines.
Obtain mandatory approvals/ certifications from DGCA for regulatory training programs.
Ensure that operations personnel as per the defined job functions are trained and certified in accordance with ICAO, IATA, and DGCA requirements.
Monitor training effectiveness and update programs as needed to reflect changes in regulations and best practices.
Develop emergency response procedures (ERP) for dangerous goods ground occurrences.
Serve as the primary contact for dangerous goods incidents, coordinating with emergency services and regulatory bodies.
Lead the development and implementation of emergency response plans for dangerous goods incidents.
Conduct post-incident analysis and reporting, implementing lessons learned to prevent future occurrences
Provide directives, guidance, training & expertise to O&M and GHA team at NMIA.
Foster a collaborative environment, encouraging teamwork and open communication among all cargo terminal staff.
Ensure all external audit compliances are met to the desired levels with no observations and findings
Qualifications
Bachelor's degree in aviation management, Business Administration or related field
Master's degree in aviation Regulation or Compliance Management (preferred)
Certified Aviation Compliance Professional (CACP)
IATA Cargo Compliance Certification
ICAO Regulatory Compliance Certification
Minimum 10 years of experience in cargo regulatory compliance within the aviation industry (airport or airline)
Professional experience in managing IATA safety and security audits (IOSA, ISAGO, RA3).
Proven experience in developing and maintaining effective compliance frameworks.
Thorough understanding of international and local cargo compliance regulations
