Job Description

Project Overview :

The Pacific Labour Facility (PLF) works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.

Primary Duties And Responsibilities:

The Incountry Recruitment Database (IRD) Coordinator will work with the PNG Labour Mobility Unit (PNG LMU) and the PLF to improve data management processes and systems within the PNG LMU, build data management capacity, and assist with the transition of LMU data to the IRD.

The IRD was developed by the PLF to support LMU's manage client registrations, employer recruitments and worker mobilisations under the Australian and New Zealand labour mobility programs. The IRD is customised to each LMU's policies and processes and is designed to streamline the sharing of knowledge and information between stakeholders in a secure and efficient way. The IRD is hosted in-country and deployed to suit the local technology landscape whilst supported by the PLF.

This position will support the training of all the regional recruitment hubs once the IRD is ready for deployment to the participating districts and provinces.

Primary Duties And Responsibilities:

Under the direction of the Director PNG LMU and PLF the Incountry Recruitment Database Coordinator will :

  • Assist with the rollout of the in-country Recruitment Database (IRD) in Papua New Guinea (PNG)
  • Develop systems and processes for the collection, storage, analysis and reporting of labour mobility data to assist in areas including:
    • Worker registration analysis
    • geographic mapping of rural and remote clients
    • recruitment and mobilisation
    • monitor and evaluation
    • training of PNG LMU officers
    • collaborating with IRD developers
    • Review existing data sources to ensure all relevant information is included and transferred accurately into the IRD
    • Ensure client confidence and safeguard program operations by keeping all data confidential
    • Maintain the integrity of data that contains Personally Identifiable Information
    • Identify training and data management support needs and provide training and coaching for the LMU and the regional recruitment hubs
    • Provide troubleshooting support for the LMU and regional recruitment hubs
    • Provide system administration and super user support, including new user account registration, training and problem solving to LMU and regional recruitment hub officers.
    • Ensure adherence to legal standards and regulations
    • Assist with the production and timely submission of all deliverables, including periodic reporting requirements indicating progress towards key program milestones
    • Other duties as may reasonably be required by the Director LMU PNG and PLF
    • Undertake and deliver the outcomes and objectives of the role in accordance with the expected Core Capabilities, Ways of Working and Values of ONE PLF

    Required Qualifications: The Incountry Recruitment Database Coordinator will possess the following qualifications and experience:

    • Relevant and up to date experience (at least 3 years) with modern databases and technologies and in data coordination or data handling.
    • Proven ability to plan and manage schedules, files/database and working materials as well as keep confidentiality of documents and information
    • Ability to write process documents and manuals
    • Experience in facilitating workshops, training activities and coaching/mentoring of others
    • Strong interpersonal skills and an understanding of working with internal and external stakeholders
    • A willingness to support work outside of the direct scope of data and systems;
    • Outstanding attention to detail and analytical thinking skills
    • Skilled in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook

    Application Requirements:

    This is a PNG (Port Moresby) based role based on PNG Public Service classification and grading (Grade 15). PNG nationals and permanent residents are encouraged to apply.
