Job Description
Monitor and Control receipt of bio-fuels (Ethanol, Bio-diesel) including taking up exceptional issues with procurement team and suppliers.
Safe operations of assets wrt Bio-Fuels (Ethanol, Bo-diesel ) unloading, adherence to Industry Guidelines in Quality and Quantity Controls.
Coordination with Bio-Fuels procurement team for day to day supplies and ensure availability of required stock in pipeline including dealing exceptions.
Maintain strategic relationship with major external stake holders viz suppliers, Govt agencies like Dept of Legal Metrology, Dept of Prohibition & Excise etc.
Assist to Forecast and plan advance actions for materialisation of Ethanol/Bio-Diesel Blending Targets for supplies by various modes viz. Road and Rail including dealing exceptions, emergent situations etc.
Stock accounting of bio-fuel receipts and their uses including monitoring of day to day receipt variations and ensure control measures in time to deal any abnormalities.
Deal internal and external inspections, audits etc by Statutory agencies including maintenance of required documents/records.
Monitor and plan advance actions to ensure healthiness of infrastructures including safe handovers for maintenance, start-ups etc.
Drive culture of safety and learning among team including contractor staffs/drivers
Bring in system improvements and ensure synergies among related functions to achieve overall operational excellence and increase productivity.
- ACCOUNTABILITIES & RESPONSIBILITIES
Accountabilities Activities
1 Biofuels Inventory Planning
- Monitoring Biofuel Tanks Inventory /utilization and plan required inventory in pipeline from different suppliers.
- Forecasting of Biofuels demand based on blending percentage and MDP.
2 Coordination
- Co-ordination with Biofuel Procurement team to ensure day to day loading and ensure required pipeline of incoming TTs including dealing exceptions.
- Co-ordination with Security for releasing of required number of Ethanol Tank Trucks for unloading.
- Co-ordination with Warehouse for weighment details of Ethanol trucks.
- Coordination with Dept of Prohibition and Excise (Govt of Gujarat)
3 Verification of Quality and Quantity and it's Documentation
- Ensure Quality of Ethanol Trucks as per Industry Quality Control Manual.
- Ensure compliance of Ethanol unloading Tank Truck Quantity Verification process.
- Ensure Reconciliation of Receipt and posting of Goods Receipt Note (GRN) entries of all unloaded tank trucks in SAP, deal exceptions wrt shortage, suspected variations due to incorrect calibration of TT etc.
- Ensure sampling of biofuel incoming trucks and retention of samples as per Ethanol Quality Control Manual/ Statutory rules/guidelines.
4 Biofuel Tank Trucks Unloading Operation
- Safety in unloading of Tank Trucks as per Standard Operating Procedure.
- Measures for adherence in quality and quantity checks in unloading and release of Tank Trucks.
- Monitor availability of consumables including chemical dosing and ensure timely actions for procurement by concerned team.
5 Control on Stock Losses
- Monitoring Stock variations on day to day basis and ascertain reasons for abnormal variations.
- Implementation/Monitoring of intervening actions, if any, to keep stock variations under control.
6 Inculcate Safety Culture
- Implementation of safety policies and drive safety culture among team.
7 Statutory Compliances
- Ensure documentation against receipt and consumption as per Dept. of Excise and Prohibition on time.
- Ensuring Biofuel License Renewal on time
- Ensure Daily Stock Accounting of Ethanol is duly maintained in the Register.
8 Management Reporting
- Timely release of various MIS.
- SKILLS & KNOWLEDGE
- Educational Qualifications & Certifications:
Graduate Engineer or equivalent preferably with MBA/Post Graduate Diploma in Supply Chain Management/Operations Management or similar courses
Or
Graduate with Science preferably with MBA/Post Graduate Diploma in Supply Chain Management/ Operations Management/Transport Management or similar courses
- Relevant (Functional/Level) & Total Years of Experience:
- Minimum 14 Years experience of working at a POL/LPG Terminal/Depot, in case of Engineering Graduate.
- Minimum 16 Years experience in working at a POL/LPG Terminal/Depot, in case of Science Graduate.
- Person working at Refinery Terminal shall be preferred.
Relevant Experience:
- Terminal/Depot Operation dealing with multiple products viz. MS, HSD, LPG, Bitumen, FO etc having own storage and loading operations
- Experience in documentation of despatches viz. invoicing using SAP or any other relevant ERP.
- Experience in working with terminal control systems viz. DCS, TAS etc.
- Hands on experience in dealing large customers and transporters in fulfilment of orders
