3. JOB DESCRIPTION/ RESPONSIBILITIES:

CG is looking for a passionate climate policy professional with an aptitude for seeking out and building robust and durable business and/or mission-driven relationships. As Head of Governments and Policy,South Asia (HG&P-SA) at CG's India Office, the post-holder must have the capacity to lead teams in delivering sustainable performance and shall ensure that the Governments and Policy (G&P) team, successfully delivers on its ambitious programme and strategy goals and targets.

The HG&P-SA shall play a key role in driving G&P work including subnational programmes in South Asia, with responsibility for strategy, programme management and delivery and government engagement. S/he shall additionally identify and map key stakeholders and be closely involved with developing external partnerships and supporting business development.

This is a high-impact leadership position providing exciting opportunities to formulate new initiatives and lead and design CG's program portfolio in alignment with its new three-year strategy for 2024-27. The role will involve extensive business development, fundraising, and providing thought leadership in key areas within CGs remit.

Reporting to the Executive Director(ED)India, the HG&P-SA shall manage the G&P team in the India office, presently comprising three staff members. The role requires working closely with government bodies and the Under2 Coalition, the largest global network of states and regions committed to reducing emissions in line with the Paris Agreement.

Key Job Responsibilities:

(A) Strategy

Work closely with the ED India to align South Asia G&P efforts with global strategy, including but not limited to:

(1) Contextualising global strategy to leverage programmatic opportunities for G&P effort in India and South Asia

(2) Working closely with the global G&P leadership and systems leadership to enhance the cross-organisational impact of CG's work;

(3) Building strategic partnerships and relationships to support broad strategy.

(B) Programme Management and Government Relations

Work with ED India on leading the G&P programme and implementing its three-year strategy in the South Asia region including but not limited to:

(1) Leading proactive engagement and relations with subnational and national governments in India/ South Asia, Under2 Coalition signatories/ members and other stakeholders and CSO partners. Efforts will include leading project and programme development and delivery, fundraising and team management responsibilities associated with the strategy;

(2) Supporting the development of a pipeline of projects within the G&P portfolio whilst also supporting the establishment of the new global workstream on Adaptation and Resilience and Climate Finance;

(3) Proactively exploring new areas of work for CG with government stakeholders that link with the three-year strategy and identify meaningful opportunities;

(4) Working closely with the Head of Subnational Governments and Under2 based in the London office to deliver member recruitment in the region;

(5) Managing a team of professionals for day-to-day execution, and performance management, ensuring the long-term growth and sustenance of the programme.

(C) Programme and Project Delivery

(1) Maintain high standards in the execution and delivery of projects as per deliverables, timelines and budgets, including robust monitoring and evaluation of project progress and key milestones;

(2) Support senior leadership and functional teams in regular project reviews and reporting. This shall include meeting funder grant requirements by supervising the drafting and submission of project progress reports;

(3) Work closely with the Director of Systems, India, to ensure alignment between G&P and Systems work across strategic areas.

(D)Partnerships, Business Development and External Engagement

(1) Support the G&P and Development teams with research into prospective funders and new areas (such as Adaptation and Resilience and others), with a focus on funders based in India and Asia;

(2) Work with strategic alignment with the global development and G&P team to cultivate and steward existing relationships as appropriate with individuals, institutions, government departments/ agencies and corporate partners, as well as to support the development of new relationships;

(3) Identify and map partnership opportunities beyond the funding community, such as with national and state level agencies, likeminded civil society organisations, and academic and research institutions, to support ongoing and prospective programs;

(4) Adopt CGs best practices for funder engagement and provide feedback to program teams regularly;

(5) Propose and engage in a variety of events and activities that thoughtfully represent CG and enable it to deepen its networks.

(E)Communications and Events

(1) Collaborate with Senior Communications Manager for the delivery of G&P as well as cross-team collaborative events and meetings in the region;

(2) Proactively explore strategic moments and CG-aligned issues to curate regular thought pieces/ blogs and case studies on subnational climate discourse and policy in the region;

(3) Represent the organisation in external forums, conferences, meetings and other events.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification

Applicants must possess suitable qualifications in Environmental Science, Energy Policy, Engineering, Economics, Public Policy, Management or related areas, or equivalent experience.

Experience:

(1) Demonstrated experience in working with governments at different levels;

(2) Demonstrated experience in working on climate policy, clean energy programmes, public policy or related issues in India/ South Asia, with a strong understanding of current international and national climate diplomacy;

(3) Strong understanding of climate adaptation and resilience and related frameworks;

(4) Demonstrated experience in fundraising, building teams and technical portfolios;

(5) Experience in developing partnerships and acumen for business development with exposure to relationship management with donors and fundraising processes;

(6) Demonstrated experience in managing programs/ projects, teams and external partners.

Skills and Competencies:

(1) Demonstrated research acumen and excellent written and verbal communication skills - fluent written and spoken English, presentation skills;

(2) Ability to digest complex information from different sources and to use that information to advise colleagues on partnership or funding opportunities;

(3) Strong organisational skills with a methodical approach to working on several tasks simultaneously and within hard deadlines;

(4) Collaborative and consultative with a deep sense of purpose and ambition.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position ranges from INR 26 to 33 lacs per annum, based on experience. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history. Rapid growth in compensation may be expected in the case of a high-performer who can successfully steer and grow the G&P portfolio, at this formative stage.

7. MODE OF WORKING: Flexible and hybrid (Three days from the office and two days from home). Domestic and international travel may be required.

8.CONTRACT DURATION:

This is a full-time position. The initial contract shall be offered for one year and is renewable based on performance.
