This position is in the District Department of Transportation (DDOT) Operations Administration/ Public Space Regulation Division (PSRD). The purpose of this position is to complete a variety of general technical engineering assignments and projects pertinent to the design or operation of systems, structures, processes, and equipment. The work affects the operational economy, timeliness and overall efficiency and improvement of engineering projects, and the safety and well-being of District of Columbia citizens and visitors.
This position serves as a subject matter expert in providing users of public space and affected agencies with technical guidance and assistance regarding associated complex issues and problems. The incumbent will apply practical knowledge of skills in the application of methods and techniques of engineering technology or its various specialties, such as architecture, civil, or electrical. Responsibilities may also include weekly maintenance, data analysis, reporting, and administrative tasks of programmatic calendars and management of the printing and positing of Emergency No Parking Signs. This position will require analyzing and applying the DDOT Specifications for Highways and Structures and the District of Columbia Municipal Regulations relating to permitting review and processing. This position will represent the agency at internal and external meetings, such as the Mayor's Special Events Task Group, and will serve as a project lead on special projects and programs.
Duties And Responsibilities
The incumbent for this position will perform a wide range of complex research, development, design, evaluation, inspection, production, application, standardization, and testing; or analysis involving the construction and/or maintenance of facilities, structures, systems, processes, equipment, devices, and/or materials. Responsibilities also include providing contractors and agencies with technical guidance and assistance regarding complex issues and problems. The incumbent will perform a variety of functions including but not limited to monitoring and inspecting contracted work to ensure compliance with District of Columbia/FHW A construction standards, specifications, and zoning codes. The Position responsibilities require the incumbent to compute the square footage of construction layouts, identify non-conforming features, suggest remediation, and identify zoning code requirement. Duties also include applying analytical and evaluation methods to advise on and/or resolve recurring issues and complex survey assignments.
This position serves to conduct tests and complete studies designed to identify safety issues related to the use of facilities, building structures, systems, processes, equipment, devices, and materials. The Incumbent will conduct before and after studies which are designed to reflect the results of engineering improvements or to complete project monitoring activities for compliance. Keeping current on governing regulations, best practices, and acceptable standards to ensure compliance and public safety. Interacts with various Federal/District agency representatives, contractors, private/public representatives involved with special projects. Complete compliance reviews based on conflicting characteristics, such as, versatility, reliability, size, and treatment. The incumbent's duties also include reviewing contractor designs for the construction of multi-level structures and/or mixed commercial developments having both residential and retail space. Construction projects often contain complex design features.
Qualifications And Education
Applicant must have at least one (1) year of specialized experience equivalent to the grade ten (10) level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include complex research and design of construction projects and building structures, review of compliance standards and guidelines for projects, determining the feasibility of design features, review proposals and negotiates with contractors and consultants. Technical work in: drafting, surveying construction estimating, physical science, mathematics, architecture, chemicals, electrical or mechanical systems.

A valid driver's license is required.

These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
