Qualification required : Post Graduation degree/Diploma in Social studies/Rural Development/Social Work /Public health.
Experience required : -:
1. 3-5 years of experience on working in the education sector will be essential.
2. Experience of working on adolescent health/empowerment, the school health and wellness projects and working experience to work with the Government department will be advantageous to the project.
3. Understanding of the formal elementary and secondary education system of the implementation state will be an advantage.
4. Proficiency in the computer (MS office), documentation and reporting.
Essential Soft Skills :
1. Knowledge of basic M & E framework.
2. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Having knowledge of local language is desirable.
3. Ability to liaise with a verity of stakeholders.
4. Willingness to travel to difficult to reach areas (slums, tribal population, and marginalized women).
5. Computer proficiency with high level of familiarity with MS Word, STATA, Excel, power point etc. and database management programs.
About the role :
The State Technical Coordinator will be required to support the state government s Department of Education and SCERT for rolling out the implementation of the School Health and Wellness Programme & Rashtriya Kishor Swasthya Karyakram in the respective state. State Technical Coordinator will provide technical support to the department for the rolling out/implementation of the SHWP program/RKSK program, as per the project guideline. The position will support and work with other team members of the department, to achieve the annual work plan of the department and towards project success. One of the key component will be monitoring the activities of the project, especially in the operationalization of the School Health Programme & Rashtriya Kishor Swasthya Karyakram in the implementation districts.
Key Roles and Responsibilities :
1. Providing technical support, to the department of education for supporting the SHWP & RKSK programs, including preparation of PIPs, developing implementation strategy, and rolling out of the activities.
2. Support in developing and implementing innovative strategies for improving the effectiveness of adolescent health and well-being programs in identified states.
3. In coordination with PCI, liaise regularly with Departments of Education and other relevant partners and ensure efficient exchange of information for decision making.
4. Familiarize with national guidelines, protocols, resource materials, quality assurance mechanisms and key activities under SHWP/RKSK to ensure that the programme activities at state are aligned with the national priorities.
5. Prepare the identification criteria of Nodal teachers to be trained as Health and Wellness Ambassadors in coordination with all stakeholders.
6. Identify and prepare a listing of potential Nodal Teachers, Principals/Headmasters to be developed as Health and Wellness Ambassadors.
7. Coordinate relevant activities in co-ordination with Department of Education for successful implementation of any research activities planned for adolescent health and well-being.
8. Collect and collate the information/data on SHWP/RKSK training, classroom transactions and prepare monthly reports, including SHWP MIS including develop grading card of schools/districts.
9. Recommend value additions/innovations to enhance programme efficacy, such as parents sensitization or testing approaches involving engagement of health and wellness ambassadors and messengers in programme designing and planning.
10. Support Identified State and Block Resource person and Nodal Teachers to enhance their capacities as per their envisaged role in the project.
11. Support State Education department in planning, conducting, and monitoring of trainings and develop systems to strengthen the SHP through the planning of training, refresher, and monitoring on regular basis.
12. Undertake field visits to the implementation districts as and when required to facilitate activities/workshop/trainings and assess the progress of the implementation (60% of the Quality time).
13. Support PCI in evidence-generation and advocacy for enhancing investments and expanding adolescent health programs across the country.
14. Initiate documentation of different activities in the project in close coordination with relevant stakeholders.
15. Any other tasks as may present in consultation with PCI or the respective department with respect to the implementation of the SHWP/RKSK.
Deliverables-:
1. Submission of monthly/quarterly/annual plans and reports to State PCI office.
2. Facilitate interdepartmental convergence meetings for strengthening the implementation of these programmes.
3. Provide technical inputs to Education department in coordination with UNFPA and PCI to rollout and strengthen the PE approach under RKSK programme and SHWP
4. Facilitate capacity building workshops under these programmes through technical inputs.
5. Support in development of knowledge products (videos, coffee table booklets, newsletters guidelines, IEC materials).
6. Document success stories under the programmes and contribution to other knowledge products.
7. Support in strengthening the reporting/MIS under these programmes.
