Assignment/Project Background
Goal:
To engage dynamic climate policy professionals in relevant departments in Indian states.
Objective:
To strengthen capacities and state climate leadership in India by supporting activities and climate strategies of select Indian states & union territories via state climate fellowship model.
Description:
Established in 2021, the State Climate Fellowship (SCF) programme has supported Indian state governments via climate action planning, technical inputs, research and coordination where we deployed a cohort of climate fellows in relevant state departments over a 12-month period. We have worked with/ deployed climate fellows in eight Indian states so far across the previous two phases of the SCF programme. We are now designing the third phase in selected new Indian states for a State Climate Fellows and Capacity Building Programme.
These fellows will be pivotal in supporting capacity building support to states around multi-level climate governance and in aligning the state's climate goals with the revised national ambition. The fellows will be coming in with prior experience of working in the climate space and governments and will be placed for a fixed term period of 12 months at relevant line departments in respective states, to ensure that the appropriate levers for climate are being pushed.
The selected Consultant's main point of contact at TCCO India Projects Pvt Ltd (a wholly owned subsidiary of Climate Group UK) will be the Senior Project Officer Government Engagement, India.
Consultant role
Brief description of consultant activities:
Capacity building, policy and research support to the UPCCA
- Conducting research and Training Needs Assessments under the guidance of UPCCA for the capacity building program to identify priority climate specific-thematic areas for capacity building.
- Facilitate climate change efforts at the state level: Facilitate the integration of climate change into planning processes of Uttar Pradesh Climate Change Authority (UPCCA), Department of Environment, Forest and Climate Change (DoEFCC), identify department and external partners where there is a strong demand to address issues of climate change and provide requisite support through knowledge exchange, research support or technical connect. This would also include connecting UPCCA and relevant departments with key climate initiatives including but not limited to clean energy transition across priority sectors of the state.
- Developing potential bankable projects with UPCCA on identified areas of priority and advice funding opportunities.
- Facilitating UPCCA for inter-departmental coordination for data collection and analysis and developing policy briefs, white papers, etc on state's energy transition and identified areas of capacity building.
- To support UPCCA for engaging with the state political and administrative leadership to support policy inputs focusing on states strategic initiatives.
Project development support and regular reporting
- Working with the nodal agencies, departments and technical partner to support the design of the training modules and lesson plans for the capacity building program.
- Ensuring timely delivery of the training program by coordinating with relevant state level stakeholders, administrative training institute and external agencies along with managing strategic communications and dissemination of the training program for wider outreach.
- Extending technical support in implementation of department's climate projects, build RfPs (Request for Proposals) for identified interventions, documentation of state`s salient climate responses for showcasing at various national & international forums.
- Provide regular updates to UPCCA and the Climate Group about the progress on the various ongoing workstreams.
- Ensure timely delivery of the tasks under the assigned workstreams in coordination with the state UPCCA and Climate Group.
Communications and events
- Enable knowledge exchange and profiling state's work through knowledge products (case studies, policy papers, research pieces, convening platforms, etc.) after approval of UPCCA and interacting with experts, civil society, academic institutions and think tanks under the guidance of UPCCA. These will be periodic knowledge consortiums that will be pre-decided with partners.
- Profiling state's work on global platform like Under2 Coalition via knowledge products (case studies, etc) and organising convenings and peer forums on relevant thematic areas
- Represent UPCCA when directed, in both internal and external stakeholder meetings and other events in the region.
About you
Essential:
- Relevant Masters degree related to Climate Change, Economics, Environmental Management, Public policy, International Development or others from a reputed university
- Significant 4-5 years of experience working on climate policy or related fields
- Proven record of project coordination, organising capacity building and training programs and working with governments on climate policy
- Knowledge of state climate action and policies in India and state governance structure, understanding of international climate policies and negotiations
- Knowledge of India's latest climate commitments and policies like updated NDC, Mission LiFE (Lifestyle For Environment), Long-Term Low Emissions Development Strategy (LT-LEDS) etc.
- Demonstrated passion to work on climate issues along with strong written and verbal communication skills, with competencies around articulating ideas succinctly on issues of climate.
- Strong interpersonal skills, with the ability to communicate effectively with a wide variety of stakeholders, including high-level partners
- Self-motivated, solutions-oriented and can work independently
- Ability to listen actively, be diplomatic, and share knowledge and information well
- Ability to multi-task within a small team and to manage conflicting priorities
Desirable:
- Preference will be given to those who have worked with governments on climate policy, training and capacity building issues.
- Have worked previously in the state and well versed with local language.
- Knowledge on baseline studies related to climate change, clean energy, clean transportation, energy efficiency, adaptation, climate finance, carbon markets etc.
- Understanding of capacity building needs of Indian states in climate change mitigation, adaptation and resilience including renewable energy, energy efficiency, nature-based solutions, climate finance etc.
- Ability to understand India's international negotiation position on climate with respect to UNFCCC processes and its relevance to Indian states, including India's latest commitments and policies.
Location
This position is based out of Lucknow, Uttar Pradesh placed with the Uttar Pradesh Climate Change Authority, Department of Environment, Forest and Climate Change (DoEFCC), Government of Uttar Pradesh and would require occasional travel. The selected candidate will have day to day reporting to the designated reporting/ nodal officer in UPCCA, DoEFCC with periodic reporting to the Senior Project Officer Government Engagement, India, Climate Group.
Travel
Travel by the Consultant, if any, for the assignment is not covered by the above amount. The same shall be reimbursed on submission of claims. All travels must be pre-approved by Reporting Manager.
Main TCCO India touchpoint/s
Consultant's main touchpoints at TCCO India will be the Senior Project Officer, Government Engagement, IndiaConsultant will also have a direct liaison with a government officer in the concerned department for day-to-day activities and coordination
Proposed consultancy fee
INR 80,000 - 85,000 per month (based on deliverables and hours worked and consultant invoice)
Payment of fee
Payments shall be made on submission of undisputed invoice and submission of activity report. Payment shall be made within 30 days from receipt of these documents.
