Project Overview
Uttar Pradesh, India s most populous state, plays a pivotal role in shaping the nation s public health landscape. Despite significant strides in Full Immunization Coverage (FIC), district-wise disparities persist in childhood immunization coverage, particularly in urban areas and among various religious groups. To address this, PCI is partnering with UNICEF under the GAVI HSS 3.0 grant to reduce the number of zero-dose children through community engagement and social mobilization in 21 districts in Uttar Pradesh. The project targets the identification and mapping of 100% of zero-dose children, the training and engagement of 80% of community influencers, ensuring 90% attendance of caregivers at community mobilization activities, and orienting 80% of frontline workers on communication and counselling skills by December 31, 2026.
PCI intends to hire 128 Cluster Coordinators (CC) to effectively implement the project on the reduction of zero-dose children and strengthening Routine Immunization (RI) program in 21 high-priority districts of Uttar Pradesh.
Role of Cluster Coordinator
The Cluster Coordinators (CCs), under the guidance of the CSO Coordinators, will play a vital role in ensuring that all children within their designated geographical areas receive essential Zero Dose vaccinations. Community mobilization is crucial given that families of Zero-Dose children are spread across various districts and blocks. This effort helps identify zero-dose and missed or left-out children, understand the reasons for non-vaccination, persuade parents and caregivers to immunize their children, and ultimately ensure complete immunization.
The Cluster Coordinators will be responsible for coordinating, implementing, and monitoring vaccination activities to reduce the number of zero-dose children in their assigned clusters, ensuring that every child receives the necessary immunizations. The Cluster Coordinators will work closely with Accredited Social Health Activists (ASHAs) and local stakeholders and influencers important for improving and sustaining the immunization ecosystem.
  1. Major Tasks/Duties:
  • Maintain partnership with the block/urban health department and development partners such as UNICEF to plan and implement social mobilization/IEC activities related to Routine immunization.
  • Create village/city social and demographic profiles for the intervention areas.
  • Identify families with zero-dose children, families with Vaccine Avoidance Behaviour (VAB), positive deviant families; local influencers and stakeholders; etc.
  • Integrate the zero-dose children / VAB communities and missed areas in micro plans and communication plans through advocacy at the block level.
  • Facilitate house-to-house engagements by ASHAs/mobilizers to counsel families having zero-dose children and vaccine-hesitant families and link them to immunization services.
  • Planning and execution of demand promotion and community engagement for immunization, maternal and newborn, and integrated primary health care by conducting various social mobilization and communication interventions.
  • Support FLWs/ASHAs in registration and monthly updates of the vaccination status of Zero-dose children in e-KAVACH/U-WIN or any other reporting structure.
  • Develop a network of Community Action Groups (CAG) and accelerate the Block Response Team (BRT) to mobilize the vaccine-hesitant families.
  • Identify and sensitize the Internal Community Resource Persons (ICRPs)- the UP State Rural Livelihood Mission (UPSRLM) Cadre, local Barbers, and religious leaders and integrate them into the program for better outcomes.
  • Provide support to ASHAs in building capacity on soft communication skills, data management, and the use of indigenous tools and techniques. This will enhance caregiver involvement and acceptance of immunization services. Utilize existing platforms such as ASHA cluster meetings, AAA meetings, monthly Sangini meetings, and others for these efforts.
  • Capacitate the Urban Local Bodies (UBL), Mahila Arogya Samitis (MAS), and available platforms in urban areas on Immunization services and ensure their active participation in the program.
  • Conduct special interventions to increase male participation in RI and RMNCHA+ services.
  • Refresher training sessions of community structures: Village Health Sanitation and Nutrition Committee (VHSNC) and MAS, for feedback on services and taking social accountability for RI and RMNCHA+ services.
  • Support to supervisory cadre (ASHA facilitator, Community Health Officer, etc.) in extending supportive supervision to FLWs and ensuring regular tracking of zero-dose children.
  • Participate actively in Block Task Force for Immunization (BTFI)/Urban Task Force for Immunization (UTFI) and other relevant meetings- share community feedback and propose action plans for improvement.
  1. Monitoring and Reporting:
  • Closely Monitor RI sessions and daily reporting of activities using the appropriate reporting mechanism (Google sheet/App/WhatsApp/SMS/manual reporting).
  • Obtain consolidated reports on the above-mentioned areas from ASHAs daily and share them with the CSO Coordinators.
  • Prepare and share monthly/bi-monthly reports related to program updates, progress, and challenges faced during the implementation of activities.
  • Share success stories/best practices with the CSO coordinator for wider dissemination.
Perform other duties as assigned by the supervisors.

Qualifications:
  • Intermediate, graduate degree will be an asset.
  • At least 3-5 years of experience in similar roles, preferably in public health or immunization programs.
  • Excellent communication and interpersonal skills.
  • Familiarity with the Panchayati Raj Institution (PRI), Village/ Urban Committees, and local systems and policies.
Preferred Skills:
  • Experience in vaccine promotion and disease prevention projects.
  • Knowledge of public health principles and practices.
  • Ability to speak local language and dialects.
Note:
  • Women living in and around intervention geographies will be preferred. Having a two-wheeler with a valid driving license is desirable.

PCI India will carry out a comprehensive background and reference check. This will encompass an evaluation of the individual s professional conduct, safeguarding practices, and overall work ethics.
