Job Description

The objective of the role is to ensure profitability of the company by ensuring minimum 30% rise in gross revenue and EBITDA in comparison with last year.

To ensure that Minimum Work Program by PNGRB is achieved. To ensure all statutory and legal compliance of the company.

To achieve business expansion by expanding CGD network. To achieve business targets and to ensure required levels of customer satisfaction

This position requires personal commitment to MGL health, Safety and Environment policy through the demonstration of visible safety leadership in behaviour and decision making.

Responsibilities

1. Policy, Strategy & Compliance:

  • Setting long-term and short-term strategies and goals, and driving the company toward them.
  • Acting as the main point of communication between the board of directors and corporate operations. Direct the company in keeping with the vision outlined for the company by the Board of Directors
  • Demarcate goals individually to the key managerial personal and ensure timely monitoring compliance.
  • Ensuring compliance with respect to legal and regulatory requirements
  • Conducting & Compliance of T4S, ERDMP & IMS Audits as per PNGRB regulatory framework.

2. Planning & Budgeting:

  • Prepare infrastructure roll-out plan for financial year
  • Plan sales projections and infrastructure development hand in hand
  • Analyse Capex requirement to complete the targeted infrastructure and analyse Opex to achieve the targeted gas sales
  • Get both Capex and Opex budget approved by board of directors

3. Project execution monitoring:

  • Ensure that the targeted infrastructure is rolled out in specified timeframe with desired quality
  • Track month on month execution of various activities by conducting thorough review of GAs
  • Ensuring timely site visits for physical review of project execution and plan upcoming targeted development
  • Identify large size industries and stations to target for conversion in PNG/CNG.

4. Public/Client Relationship:

  • Regular meeting with PNGRB Board members, Secretary & Monitoring team.
  • Represent the company as required, including attendance of important functions, industry events and public meetings
  • Keep healthy relations with MoPNG secretory and GAIL representatives

5. Financials:

  • Keep continuous track on financials health of the company and ensure profitability
  • Analyse Cash Flow and take suitable action to increase EBITDA & Turnover
  • Work closely with the CFO (Chief Financial Officer) to prepare annual budgets, complete risk analysis on potential investments, and advise the Board of Directors with regard to investment risk and return
  • Making major financial and corporate decisions, and negotiating or approving contracts and agreements

6. Human Resource:

  • Work closely with Human Resources (HR) regarding hiring practices, payroll and benefit disbursement
  • Identify right people from the industry and ensure the team is built in a right way
  • Fixing salary structure with HR for various designation/grade and ensure compliance
  • Creating ethical frameworks and codes of conduct for employees to follow
  • To implement a cross-team collaboration culture

7. Gas Sourcing: Procurement of LNG, RLNG, APM, NAPM Gas:

  • Negotiation with gas suppliers on different terms like rate, T/P quantities, min off-take, contract duration etc. and sourcing gas at the best terms available with minimal liability on the company.
  • Keeping good relationship with various sources for gas procurement especially RLNG & LNG: GAIL, IOCL, HPCL, India Gas Solutions, Small scale LNG suppliers, ONGC/RIL Gas Fields etc.
  • Gas Transmission agreements with Trunk Pipeline Operators like GAIL, PIL etc.
  • APM, NAPM, HH Linked, Brent Linked, SPOT agreements with GAIL for respective Geographical Areas
  • Sourcing biogas/CBG under CBG-CGD synchronization scheme.

8. Business Development: Designing & Implementing different strategies for Marketing PNG

(Domestic & Industrial) & CNG as per respective market/GA condition.

A. PNG Domestic:

Increasing domestic registration with in-house marketing and with appointment of DMAs

Analyzing & implementing different strategies/ schemes to be introduced in market to improvise domestic registration.

Content finalization of Domestic marketing campaign like society meetings, group meetings, one to one counseling etc.

Brand awareness: Hoardings, CNG/ PNG branding on company vehicles & Type I/ III/ IV cascades, No parking boards etc.

Awareness through social media

B. PNG Industrial:

Efforts to ban Furnace Oil in industrial area of respective GA through Pollution Control Board.

Approaching MNCs to get them in Gas Basket.

Designing different schemes for large volume customers.

Targeting LPG/ LDO/ HSD fuel aggressively during initial stage to ramp up the sales and later targeting FO and other solid fuels.

C. CNG Marketing:

Introducing maximum possible Dealer Owned Dealer Operated (DODO) stations to create brand awareness and developing them as co-partners in marketing.

Designing & Implementing different schemes of providing gas at discounted rates, direct financial support for conversions etc.

Developing good Retrofitters to ensure smooth retrofittment in the GA.

Ensuring sufficient 60/65 L cylinders are available in the GA for conversion of Cars & Autos

Ensuring gas is available 24x7 to build trust amongst commercial fleet owners

Targeting penetration of Mini Commercial vehicles like Maruti Super Carry etc. Also penetration of LCVs who carries construction material.

Development of good team of CNG marketing and ensuring continuous one to one counseling with vehicle owners

Pursuing & signing agreements with Oil Marketing Companies to ensure faster reach and so the sales.

Ensuring faster presence in all charge areas to start quick penetration of CNG vehicles in the GA & to improve sales of floating vehicles.

D. CNG Sale to other nearby GAs:

This is good source of fixed revenue by selling gas to nearby GAs to seed their market

Keeping track of construction progress of other nearby GAs and keep good relationship with them.

Finalizing key terms about Compression and Facilitation charges, T/P terms, contract duration etc.

Guiding them to take approval from GAIL for APM and starting the commercial sale after taking necessary approvals. At present 16 nearby cities are seeded by UEPL.

9. Infrastructure development for CGD.

A. Construction of CGS/ COCO/ LNG/OMC stations:

This is one of the key parameter for success of CGD.

Land finalization is the critical activity to be closed within time period.

Finalization of layout as per Peso norms and get the peso prior approval.

Application for DM NOC & ensure to put in dedicated efforts to get approval from all respective departments & final NOC from DM.

Executing civil work as per layout and drawings simultaneously

Application for NH access road permission & get prior approval. Immediately starting access road civil works.

Application and pursue of Final PESO & Final NH access permissions post DM NOC and completion of Civil and Mechanical works.

Dispenser stamping and starting commercial sale.

B. Procurement of Equipment/ Material:

Finalizing technical specifications & ensuring timely procurement of all the equipment and material like Online compressor, Booster Compressor, Stationary cascades, Dispenser, LCV fill post, Odorizer, Mass flow meter, Transformer & panels as per electric load requirements, SS tubing, lights and poles etc.

In case of LNG stations finalization of LNG tank capacity, high & low pressure Vaporizers, CNG pump, LNG unloading pump, dispenser, LCV fill post, SS tubing etc.

PE & Steel Projects: Finalizing design requirements and procure MDPE pipes and fittings, SR, MCV, DCS, DRS, Domestic meters, RPD meters & regulators etc.

  • Finalization of O&M material, Type III/IV cascades with LCVs for gas transportation

Qualifications

B-Tech/ B.E. from reputed Institutes.

Minimum experience of 15 years; at least five years in senior leadership role i.e. AGM & above.

Sound understanding of CGD business.
