  • JOB PURPOSE

He is responsible for Execution of Mechanical jobs in multiple areas of Refinery premises under Refinery CAPEX Budget, Planning & Organizing, Mobilizing necessary resources, coordination with concern department on local level, Making Contractor and supervisors more conversant with safety aspects related to job and reinforcement of safety rules and regulations at site as per rules laid by ERIMS, supervise the job, decision at site level, Mitigate risks arises day to day and complete Projects within time frame and Budget as per customer requirements, clearing contractor invoice with reconciliation of Materials.

As majority of these jobs are to be executed in Hydrocarbon area/Grass root projects including high pressure units revamp projects with hot work, cold work and are directly linked with Refinery performance. Two to three projects are to be executed at a time having massive volume of work, for all mid-scale projects, close supervision and monitoring is required for High pressure equipment, rotary equipment, Critical Piping's, Technological structures, Vessels, columns etc..

Supervises the Projects Execution to ensure the quality, timely and cost effective implementation of mid-scale projects within Nayara Refinery, as directed by senior management.

Responsibilities


ACTIVITIES

QUALITY MANAGEMENT SYSTEMSupervision of Project Execution

Plans, directs and supervises the activities of assigned personnel and contractors, including allocating work and determining priorities

Ensures KPI targets and results are communicated to subordinates and Department Head effectively.

Executes mid-scale projects which are initiated by other departments and developed by the Engineering Development Section.

Reviews projects scope of requirements and documentation/packages, develops implementation strategies, follows-up implementation and ensures that all commitments in terms of schedules/budget, performance, guarantee and quality are attained throughout.

Coordinates between concern departments and site supervision team. Provides answers and responses for all staff queries regarding local standards and local updated requirements.

Review the drawings issued by engineering team and executing the scheme accordingly. In case of any issues the same is communicated to Engineering / PMC team.

Implementing format system & its compliance for timely completion of projects.

Co-ordination with Area Managers of other disciplines for PSSR and ensure to liquidate all punch points timely.

Co-ordination with Operation Area Managers for getting timely clearance for execution of Capex mid-scale projects.

Certification of actual work progress submitted by Contractors working under him.

Checking and reconciliation of free issue materials issued to contractors.

Managing Compliance Requirements:

Coordinates submissions, revisions and issuing processes for all construction projects including permits for utilities arrangement, statutory requirement such IBR, OISD, CEI and others.

Monitoring of Operations

Monitors contractors progress to ensure work complies with regulatory and Nayara requirements.

If required, communicates the need for improvement to contractor performance and issues warnings as per IRMS (Integrated Refinery Management System) and procedures.

Ensures post implementation reviews are undertaken as PSSR (Pre Startup & Safety Review).

Prepares projects submittal logs and tracking Sheets for construction.

Health, Safety, Environment and Fire Procedures:

Knows the Company's Health, Safety, Environment and Fire Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility; ensures that they are effectively implemented by subordinates.

Carries out routine health and safety auditing and implements recommendations.

Arranges for training of operation personnel on safe practices and emergency procedures.

Staff Development.

Trains and mentors new comers, in accordance with the company's Integrated Refinery Management (IRMS) policy.

Liaises with the Training and Career Development Department to develop and deliver required development programs to train, motivate and retain employees.

OHSMSHSEF Care and Welfare

Ensure that all the loss exposures are identified and suitable controls are established for their mitigation.

Monitor compliance with the controls.

Identify opportunities for enhancing HSEQ performance.

Ensure that all legal obligations are fulfilled within due time limits.

Environmental Management System

EnMS ISO 50001:2018 AUTHORITY :

Awareness of energy policy and objectives of energy management system

Monitoring and control of EnPIs

He should be aware about Energy policy, significant energy uses, Energy objectives and Energy Management System.

Monitoring and controlling of EnPIs, variables, baseline, Objective/ Targets & Management programs (Energy action plan) and Energy performance.

  • B.E. (Mechanical) or Equivalent (as applicable)
  • Relevant (Functional/Level) & Total Years of Experience:
  • 15-20 year experience in projects and Maintenance. Relevant (Functional/Level) & Total Years of Experience.
  • Functional Skills
  • Knowledge about refinery process piping, Steel Structure, Tankage and static & rotary equipment fabrication, erection & commissioning.
  • Well conversant with computer operation/ SAP.
  • Should have knowledge of product, quality parameters, environment, Safety and Energy Management.
