Job Description
Earlier PMC team of Project department was regularly implementing PCN MOC Job up to INR 50 crores. Capex PCN jobs are scattered in overall refinery areas consisting of ISBL-1, ISBL-2, ISBL-3, Captive Power Plant areas, Utility 1, Utility 2 and Offsite areas like PIT area, dispatch, COT, Jetty including VOTL schemes. The total yearly Budget value is approximately 80-90 crores. On average 140-150 mini projects (0 to 1.5 CR) and 15-20 small scale projects (1.5 to 50 crores) are approved in a year. But as per the Management guideline from 2018 onwards Refinery project department is also handling Midscale projects from 50-300 crores on regular basis with existing employees. At a time minimum 2 to 3 mid-scale projects are being handled by Project Department. Presently CISF Township & VGO Revamp Project are under execution stage. Further New Employee Township, CDU-1 & CDU-2 Revamp Project under approval. Considering above huge volume of Material & Service procurement are involved.
His responsibility includes EPC co-ordination, TBA, participation in PCC process, tracking of sub-ordering, manufacturing, Vendor expediting, FAT, material transportation and handing over, scope identification and preparation of SOR for services, monitoring and tracking of HT/LT panels, Power/Distribution transformers, AC/DC UPS, VFD`s, HT/LT/Control Cables, Lighting and Earthing Jobs etc.. for electrical and DCS, ESD, Control Valves, Power/Signal Cables, Fire and gas Detection system, Field instrumentation, Logics & graphics etc.. for Instrumentation discipline.
Lead, direct and supervises the Electrical & Instrumentation PMC function to ensure the quality, timely and cost effective implementation of PCN Jobs, Small and mid-scale projects within Nayara Refinery, as directed by higher management.

ACTIVITIES
QUALITY MANAGEMENT SYSTEMSupervision of Projects Planning, scheduling and Monitoring for Electrical &Instrumentation discipline.
Monitoring PMC activities for minor, small and mid-scale projects and plant approved by management.
Reviews projects scope of requirements and documentation/packages
Follows-up implementation and ensures that all commitments in terms of schedules/budget, performance, guarantee and quality are attained throughout.
Coordinates between concern departments and site supervision team. Provides answers and responses for all staff queries regarding local standards and local updated requirements.
Providing inputs for design related to execution, budget and timeline.
Monitoring close out of projects.
Monitoring engineering deliverables.
Monitoring procurement cycle for all projects from MR creation, PR/PO cycle, VDR, to material receipt cycle.
Inputs to commercial for vendor selection and lead time for procurement to adhere project schedule.
Monitoring EPC schedule.
Supervision of Project Execution for Electrical & Instrumentation discipline.
Overall monitoring of EPC cycle and taking corrective actions.
Co-ordination with DEC , Procurement, execution team, vendors and stake holders for timely completion of project
Ensures KPI targets and results are communicated to subordinates and Department Head effectively.
Preparation and implementation of execution strategies. Overall resource monitoring and preparing strategy for resource loading for different projects.
Managing Compliance Requirements For Electrical & Instrumentation Discipline.
Coordinates submissions, revisions and issuing processes for all statutory requirement such IBR, OISD and others.
Co-ordinates and checks the required list of documents for submissions. Prepares and follows up correspondence with authorities and related departments
Coordinates with government authorities for clarification, justifications and approvals by statutory authorities.
Supervises the document completion process to be submitted as required by the local authorities on behalf of the company
Monitoring of Operations for Electrical & Instrumentation discipline.
Monitors contractors progress to ensure work complies with regulatory and Nayara requirements.
If required, communicates the need for improvement to contractor performance and issues warnings as per IRMS (Integrated Refinery Management System) and procedures.
Ensures post implementation reviews are undertaken as PSSR (Pre Startup & Safety Review).
Prepares weekly/monthly reports and circulate it to concern departments and Management as well.
Effectively communicates project status to the Top Managements and project contractors.
Prepares projects submittal logs and tracking Sheets.

Financial Management:
Monitors, controls and updates project costs, risks, billings, invoicing, provisions, and project reports.
Provides accurate and timely costs and cash flow forecasting for each contract.
Ensures projects are in-line with the approved Capital Annual Budget.
Pays contractor installments on time to ensure uninterrupted work progress and to avoid paying contractors for incomplete or incompetent work.
Health, Safety, Environment and Fire Procedures:
Knows the Company's Health, Safety, Environment and Fire Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility; ensures that they are effectively implemented by subordinates.
Carries out routine health and safety auditing and implements recommendations.
Arranges for training of operation personnel on safe practices and emergency procedures.
Staff Development.
Trains and mentors new comers, in accordance with the company's Integrated Refinery Management (IRMS) policy.
Liaises with the Training and Career Development Department to develop and deliver required development programs to train, motivate and retain employees.
OHSMSHSEF Care and Welfare
Ensure that all the loss exposures are identified and suitable controls are established for their mitigation.
Monitor compliance with the controls.
Identify opportunities for enhancing HSEQ performance.
Ensure that all legal obligations are fulfilled within due time limits.
