Lead, direct and guide the Area Manager and Engineers for providing Civil Maintenance support to Operation Team for Operating the assigned Refinery Units at minimal cost within the design standards and statutory regulations pertaining to electrical integrity, safely, reliably and consistently.

ACTIVITIES

QUALITY MANAGEMENT SYSTEMPlanning & Budgeting : To provide inputs for preparing Annual Plan & Budget for Civil Maintenance activities in respective refinery units to achieve targeted short and long term asset reliability at optimal cost.

  • Planning of Maintenance Schedule and timely execution of unplanned Breakdowns.
  • Estimate & plan for annual budget of respective area.
  • Co-ordinate and data collection with other department for budget preparation.
  • Ensure optimum utilization of available Resources.
  • Prepare and consolidate budget estimate for area and monitor the expenses on regular basis against the approved budget.
  • Ensure completion of maintenance activities of area within approved budget.
  • Review bills of all major contractors checked by area engineer.
  • Always focusing on cost reduction by choosing the simple as well as time effective solution.
  • Co-ordinate with commercial department for resource requirements of Civil consumables & services for routine maintenance, project and SD activities

Systems, Policies & Procedures: To help in development & improvement of system to create a management frame work with the capability to achieve targeted levels of eligibility at targeted cost for plant area.


  • Implement systems, procedures and policies for executing maintenance activities effectively and efficiently through SAP software.
  • Fully Utilization of infrastructure & resources in optimized way.
  • Ensure availability of critical materials.
  • Providing assistance for commissioning and shutdown for timely completion.

Management: To give inputs in decision making process of department helps to achieve targeted outcomes as efficiently as possible at all times complying with Civil integrity standards for plant area. Authority:

  • Develop/Implement measurement and review department's systems, policies, and procedures.
  • Resolving individual/departmental grievances/queries.
  • Motivate team members to contribute innovative ideas which can be useful to the organization.
  • Provide a system of communication which can help to share their views with top management.

MIS-Civil Maintenance related: TO ensure key parameters are monitored effectively and drive timely decision making for refinery plant area.

  • Coordinate and provide inputs/information for Refinery Areas for the various levels of MIS as defined from time to time.
  • Highlighting the critical issues related to equipment integrity for MIS reporting.
  • Technical evaluation of vendors / Civil agencies.

Team Management: To assist in create, maintain and improve the maintenance team for area to achieve the team's objectives and continue to do so over time.


  • To align team capabilities, behaviors with respect to department objectives.
  • To improve and maintain Team to achieve Objective.
  • Encouraging team members to put forward their ideas for resolving maintenance issues.
  • To build effective team and show commitment to achieve the target and challenges assigned.

Civil Support : To provide continuous support for ensuring availability of Refinery process equipment and systems for safe and reliable operation to achieve business goal

  • Monitoring execution of PCN scheme and maintenance jobs
  • Resolution of technical issues of incoming material at MMC.
  • Coordinating for assigned subject PR raised, TBE , PO release and job completion based on the requirements
  • Co-ordination with contractor by respective EIC for implementation of contract as per terms and condition
  • Coordinating for applying Latest and advanced construction techniques based on requirements
  • To ensure continuous civil support to achieve 100 % throughput target of refinery units.
  • To co-ordinate with other depts. such as inspection, project, process, Engineering and operation to resolve the hold points/technical queries.
  • To provide pre-commissioning & commissioning support to operation group.

OHSMS


HSEF: Care & welfare:

To ensure safe working condition of all employees for Civil Maintenance activities in overall refinery areas.

Authority: To stop all the unsafe jobs on observation.

  • Implement safety tenets by applying them to all maintenance and Project activities.
  • Ensure proper safety training for all staff and contract workmen.
  • To conduct periodic safety audit as per schedule.
  • Implement all safety audit recommendation in executing inspection and Project QA/QC activities.
  • Ensuring all jobs done with proper work permit.
  • Ensure safe working environment to contractors in refinery plant maintenance by 100%compliance of PPE'S and toolbox talk.

ENVIRONMENT MANAGEMENT SYSTEMSystems, Policies & Procedures: To be accountable for implementation and improvement of the EMS systems, procedures & policies in respective functional operations.

  • To ensure adherence to the all health, safety, and environment systems during all field activities
  • General awareness on Environment Management in Refinery Operations
  • Implementation of environment management procedures like Hazardous / Non Hazardous waste management.
  • To ensure compliance of EMS 14001.

Energy Management Systems 50001:2018


Awareness of energy policy and objectives of energy management system

Monitoring and control of EnPIs.

  • Awareness about Energy policy, significant energy uses, Energy objectives and Energy Management System (EnMS)
  • Monitoring and controlling of EnPIs, variables, baseline, Objective/ Targets & Management programs (Energy action plan) and Energy performance as applicable.

  • To supervise day to day activities in close coordination considering the criticality and safety aspects..

  • INTERACTIONS
  • Internal Interactions:
  • Daily interactions with engineering, process, operations and maintenance area leads for resolving issues related to maintenance activities.
  • Interaction with peers for finalising key decisions related to financial dimensions.
  • Providing on job and off job training to the engineers through internal knowledge sharing sessions.
  • Resolution of vendor queries related to invoice, HR compliances, Payment etc
  • Participating in cross function audit, Safety audit, Work permit audit, scaffolding audits.
  • Attending various meeting like, plant ABC, PSC, ASC, shutdown meetings etc.
  • Presenting department MPR.
  • Interactions with Commercial department and planning group for material and services procurement - Time to time
  • External Interactions:
  • Coordination with technical services for resolving design related issues.
  • Technical correspondence with vendors, civil agencies, consulting agencies for obtaining desired input from them for sustaining and improving integrity of refinery process & systems for targeted operations.
  • Meeting & discussion with vendors for timely completion of work allocated.
  • Providing safety and technical training to contractor man power.
  • Participating in Internal/external audits and expedite the audit recommendations completion in time.
  • Meeting with vendors approaching with their products and application procedures related to maintenance and comparing advance technology.

  • SKILLS & KNOWLEDGE
  • Educational Qualifications & Certifications:
  • Graduate Engineer (Civil)
  • Relevant (Functional/Level) & Total Years of Experience:
  • Engineering graduate 18-25 years of experience in all facets of Civil engineering in Heavy industries, Refinery, Petrochemicals, Steel plants, Chemical plants.
  • Having experience in Construction Supervision at senior level will be an additional advantage.
  • Functional Skills:
  • In-depth knowledge of planning and maintenance of civil structures, RCC works buildings etc.
  • Well conversant with computer operation
  • Coordination with engineering, vendors and contractors.
  • Behavioural Skills:
  • Good Communication & interpersonal skill.
  • Good Negotiation skills.
  • Good Analytical skill & Timely decision making on critical issues.
